Bridgeheads of EU border externalisation? NGOs/CSOs and migration in Libya

This paper analyses the work carried out by non-governmental organisations (NGOs) and civil society (CSOs) in Libya from 2009 to 2020 shed light on its ambivalent relationship EU externalisation of migration border management. While also looking at Libyan organisations, initiatives such as EU-funded professionalisation projects, which aim co-opt nascent local into mechanism, largely focuses international NGOs, with specific attention being paid Italian NGO CIR. The shows that even difficult context there is some potential for NGOs/CSOs radically effectively oppose externalisation, or least try do so through activities public information advocacy.
